"When Low isn’t Good Enough: How
and When to Reject the Lowest Bidder

An interactive discussion, requiring audience participation as to when
and why some bids are not awarded to the apparent low bidder.
Several samples shall be provided– some easily determined outcomes; and some
not so easy.
Some things just don’t appear to be what they really are.
Kathy Rainey, Manager, Purchasing and Contracts, City of Las Vegas
Kathy has been with the City of Las Vegas since March 2002 and is
responsible for managing the Purchasing and Contracts Division in support of
procurement of goods, services and construction for the city’s 14
departments. Prior to joining the City, Kathy worked in the private sector
for over 15 years in materials management, supply chain management and
supplier quality. Kathy has a B.S. in Management from LaVerne University in
Southern California and a MBA from the University of California, Irvine.
She is currently the Vice Chairman of the Nevada Public Purchasing Study
Commission and Vice Chairman of the Regional Business Development Advisory
Council.
